Renée Preston announces the National Site Standard at the House of Lords

Renée Preston has announced the National Site Standard at an event held at the House of Lords, bringing the question of construction workforce standards to a national audience.

The National Site Standard, known as the NSS, provides an independently governed and auditable framework through which construction organisations can strengthen working conditions, professional behaviour and workforce accountability.

Its central premise is straightforward: attracting people into construction is not enough. The industry must also create working environments in which people are properly supported and want to remain.

Turning good intentions into consistent practice

Experiences can vary considerably between construction organisations and projects. Welfare arrangements, the suitability of PPE, induction standards, reporting procedures and workplace behaviour all influence whether people feel safe and able to perform effectively.

These are not peripheral workforce issues. They can affect health and safety, retention, productivity and the ability of organisations to build a stable workforce.

The NSS brings these subjects together within eight connected areas:

• welfare and facilities;

• PPE, workwear and equipment;

• respect, behaviour and inclusion;

• health, safety and wellbeing;

• reporting and safeguarding;

• training, development and retention;

• leadership and accountability; and

• data-led improvement.

Instead of relying solely on policies or general commitments, participating organisations are expected to demonstrate how their arrangements operate in practice.

The Standard is intended to work alongside existing legislation, health and safety duties and established industry schemes. It provides a specific framework for assessing the workforce conditions and governance arrangements that help people enter, contribute to and progress within construction.

The announcement at the House of Lords marks the beginning of wider engagement with clients, contractors, developers, training providers and industry partners.
